Ukrainian Parliament Provides Quarantine-Impacted Businesses With Benefits

Ukrainian lawmakers have adopted a bill aimed at supporting Ukrainian businesses during the coronavirus pandemic and quarantine. This was done during an emergency session at the parliament on March 17.

The bill provides for:

Not fining businesses for violating tax laws during the period of March 1 to April 30, 2020

A moratorium on inspecting businesses from March 18 to May 31, 2020

Extending the deadline for submitting an annual declaration of property (submitted by citizens, including state officials) until July 1, 2020 (the deadline for submitting an annual declaration is April 30)

Providing a tax holiday for land taxes from March 1 to April 30, 2020

Excluding non-residential property from the real estate tax from March 1 to April 30, 2020

The bill passed with 359 votes in favor. 

The coronavirus pandemic has pushed Ukrainian authorities to introduce a mass quarantine in the country, with both intracity and intercity travel facing heavy restrictions and bans on most public events. Civilian air travel has likewise been completely restricted. Businesses have also been urged to allow workers to work remotely.
